The amended Law 10.4(j) will now read: Lifting a player from the ground and dropping or driving that player into the ground whilst that player's feet are still off the ground such that the player's head and/or upper body come into contact with the ground is dangerous play.
That means that it if you lift a player in a tackle and put him or her down upper body first it is a penalty.
There are some other changes to take effect include a clearer definition of a "hand off," approval for half time to be as long as 15 minutes, and some changes to how penalties are awarded in goal.
